Responsibility in the delegation of document subscription before the general comptroller's office of the ecuadorian Government

The objective was to analyze the responsibility in the delegation of document subscription before the General Comptroller's Office of the Ecuadorian State. A legal doctrinal study was carried out. In the different effects of the delegation within the position, the interviewees indicate that they are affected in their functions of the main position, since the delegation involves time and resources to comply with it, and this has generated overload of work to comply with the requirements of the position and the delegation. It is concluded that the delegation and the subscription of documents of the Office of the Comptroller General of the State does generate some abuse towards the delegates considering that the administrative and criminal civil liability is consequent based on the delegation and in some way violate the rights of the administrated and their legal security; considering that there may be delegations that are not aligned to the professional competences of the delegate.
