ABSTRACT
This article analyzes the Organic Law for the Comprehensive Planning of the Amazon Special Territorial Circumscription published in Supplement 245 of the Official Registry, dated May 21, 2018, and also its relationship and relationship with the Constitution of the Republic of Ecuador, Code Organic Territorial Organization Autonomy and Decentralization, and Organic Code of the Environment. The results demonstrate the importance of this Law, but also the need for reform, especially as regards the national executive being the one who appoints or delegates directly to the President of the Planning and Development Council of the Amazon Special Territorial Circumscription, and another aspect What should be improved is in relation to the Amazon Sustainable Development Fund, where only an allocation equivalent to four percent (4%) of the price of a barrel of oil that is extracted in the Amazon Special Territorial Circumscription is established.
