Budget, public spending and public procurement vs. citizens' needs, Ecuador

The general objective of the research was to legally analyze the budget, public spending and public procurement versus the needs of citizens, Ecuador. The research was based on a qualitative approach, using several bibliographic sources in order to obtain real and updated information to achieve the purpose of the legal problem; to collect factual data about the problem studied, the interview technique was used in order to obtain relevant information from different experts, especially public officials working in the Municipal Government of Salcedo canton, including Councilors and Departmental Heads of the Financial area. It is concluded that the relevance of the public budget in the daily lives of hundreds of citizens, since its proper planning and implementation would allow full enjoyment of access to basic needs, reduce poverty and create greater social and economic impact.
