The administrative sanctioning procedure and the sanctioning regulatory power of the cantonal decentralized autonomous governments

Abstract

The objective is to analyze the sanctioning administrative procedure and the sanctioning normative power of the cantonal decentralized autonomous governments. A descriptive documentary research was conducted with a non-experimental bibliographic design and content analysis technique with the intention of analyzing the documents scrutinized. In order to guarantee the due process, the ordinances that violate the rights of the administered in terms of due process should be reformed, making effective the normative power that the law grants to the municipal council as the highest legislative body and, as the councilmen say, a normative control would be carried out. On the part of the Ecuadorian State, it must be clearly established what hierarchy the opinions of the Attorney General of the State have and if we are going to put them over the law that it is correctly established in the normative pyramid that is contemplated in the Constitution of the Republic of Ecuador
