Participative democracy from a transmodern and descolonial conception

The Constitution of the Bolivarian Republic of Venezuela establishes the exercise of participatory democracy as a new form of government that enhances the participation of the people as the sole depository of power, where the representation from "command obeying" is also part of the notion of participatory democracy. However, it is proposed how the modern-colonial conception has assumed power and its exercise as a form of domination and control, where a dominant social group is established as director of the State, from the self - referential exercise of power. Consequently, this article raises a transmodern - decolonial conception of participatory democracy, which initiates the construction of a new State from our Latin American and Caribbean context; specifically in the area of the construction of a new legislation, based on the notion of the people as subject legislator.
