Local regulatory systems on water use and access rights

Abstract

The objective of this research is to analyze the local normative systems of use and access to water in the Comarca Lagunera, contemplating the modifications to the 1992 Constitutional Article 27 and the National Waters Law, observing the effects of the local normative systems on the trend process of concentration of water for irrigation. Institutional and rural actors of the region and ejidal commissariats of the XIV irrigation module were interviewed, finding: 1. Ejidal agreements forming local regulatory systems protecting productive resources and 2. A rentier structure among the ejidatarios themselves in their ejidos. Similar characteristics of the area studied with the rest of the Comarca Lagunera suggest a generalized situation. The scarce regional information on local regulatory systems and concentration of productive resources among ejidatarios suggests the relevance of deepening the issue in other rural and indigenous regions of the Mexican Republic, as well as its social and environmental consequences
