Local governments and state reform. Towards innovation in public management

The general objective was to analyze local governments and state reform. Towards innovation in public management. The research was developed from the positivist paradigm and from the quantitative perspective, through the search, collection and critical documentary analysis, bibliographic referential, in this sense, from a bibliographic design of documentary type, the researcher conducted a research process where the study population, was based basically on written documents such as theses, articles and refereed works, in addition the content analysis of the information collected was considered, which allowed the formulation of results. The analytical-synthetic part was based on mentally decomposing the system studied into several compendia. The inductive-deductive method was also used. It is concluded that it is necessary to deepen in the management of reforms that allow local governments to move towards innovation in public management from the bases, for an efficient local public management.
