Abstract

Progress, In Venezuela, the global environmental crisis is intensified by oil dependency; clearly observed in daily life. Being the responsibility of the State, who ordered by decree, without the due consultation and authorization of the National Assembly, the creation of the National Strategic Development Area "Arco Minero del Orinoco" (AMO), governed by the rules provided in the decree . Methodologically it is a qualitative hermeneutic investigation of documentary design, through a bibliographic review that generated a process of interpretation and theorizing of the observed reality. The exploitation of AMO inscribed in a new historical social process, from the fundamental principles of bioethics, was studied. This structural change could be an improvised economic emergency without bioethical foundations, without analyzing the consequences that this will bring to the country; situation deserves to be studied, analyzed, debated from its components, effects and consequences to frame it in sustainable development and minimize its negative impact.
