The general objective of the research was to analyze the increase in crime as a result of Covid-19. Case: Riobamba. Ecuador. This research was developed from the positivist paradigm, following the guidelines, based on a descriptive research from the quantitative perspective which produces descriptive data, supported by a documentary-bibliographic research. Also, the inductive-deductive method was applied, which proposes that in order to discover a truth, facts must be sought and not be based on mere speculations. The analytical-synthetic method is also proposed, by means of which a whole is broken down into parts and qualities are extracted. The use of these methods made it feasible to analyze doctrines, normative bodies, legal documents, bibliography and refereed works. It is concluded that the increase of delinquency as a result of Covid-19 in the city of Riobamba and its vulnerability in the right to Citizen Security, taking as main characteristics: the economic fall in the social classes.
